13.01

GENERAL

The Mass Transit Studies Office is responsible for servicing the planning and construction of the Mass Transit Railway and for monitoring the construction of the Modified Initial System to ensure that both Government's and private interests are protected. These responsibilities include the acquisition of land required for the railway, the assessment of statutory claims for compensation, the co-ordination of the many Government activities and public works directly associated with the project and the examination of all public and private development affected by the railway to ensure that no conflict exists with the programme for the planning, construction and operation of the railway.

13.02

Prior to the establishment of the Mass Transit Railway Corporation on 25th September 1975, the Office transferred responsibility for the administration and co-ordination of all matters related to the diversion of utility services and the Utilities Co-ordination Group to the officers-designate of the future Corporation. However, the Office continued to be represented on the Utilities Co-ordinating Group in order to safeguard Government's interests and for liaison purposes. The "pre-construction" utility diversions associated with the Modified Initial System were virtually complete by the end of the year.

13.03

A considerable amount of work was done on the revision and vetting of the civil engineering contract documents in accordance with the multi-contract approach to the construction of the Modified Initial System of the Mass Transit Railway. Seventeen civil engineering contract documents were completed, including those for the stations and running lines in Nathan Road as well as for the immersed tube crossing of the harbour.

13.04

Protection of the "Full System" routes of the Mass Transit Railway continued and during the year 47 development proposals were examined to ensure that there was no conflict with future Mass Transit Railway works.

13.05

Special attention was focussed on the Wing On Centre site to enable work to start on the construction of a station entrance and ventilation shaft for the future Western Market Station.

An organisation was set up by the Office in July 1975 to examine the tenders for all the civil engineering contracts for the Modified Initial
