12.51 The development programme which was prepared in August 1974 for the 12 development areas was updated in 1975.
This programme distributes the works envisaged for each area into packages, with the aim of achieving balanced development as the projects proceed.

Investigation and Design
12.52 Three firms of consulting engineers were appointed in June 1975, to carry out feasibility studies in Yuen Long District, Tai Po District and Sai Kung District and Islands District. By the end of the year the reports for Yuen Long, Mui Wo, Sai Kung (Tui Min Hoi), Tai O, and initial development in Tai Po had been completed, and work for the reports on the remainder of the areas under study was well advanced.
12.53 Further investigation into possible additional sites for public housing estates associated with the Rural Housing Programme was carried out.
12.54 The consulting engineers' first stage report was submitted on the feasibility of development of Junk Bay to provide sites for capital intensive, low density industries. On the basis of the comments contained in this report on environmental aspects, it was subsequently decided not to proceed with the second stage of the study.
12.55 Further preliminary works in connection with the proposed industrial estates at Tai Po and Yuen Long were carried out until December, 1975, when this work was taken over by the Civil Engineering Office.
Planning
12.56 During the year, work continued on the preparation of outline development and layout plans for the areas within the jurisdiction of the Branch so as to establish a basis for engineering investigations and future development.
12.57 A total of 37 departmental outline development and layout plans covers the areas within the responsibility of the Branch.
Of these plans, five have been approved by Land Development Planning Committee in previous years and four were approved during the course of the year by the New Territories Development Progress Committee. A further 15 received general inter-departmental agreement prior to submission for approval in principle whilst the remainder were under active consideration by the Branch and various other Government Departments.

Close liaison was maintained with the various consulting engineers during the course of their investigations and planning proposals were modified to ensure their feasibility with regard to engineering aspects.
