A revised edition of the Tsuen Wan New Town Development Programme was prepared. To open up more land for industrial use, roads and drains were being provided in Areas 10H, 37B and 1CG of Kwai Chung.

12.30 Private developers commenced work on the formation of their lots and an adjacent public road in Area 21 in Tsuen Wan which, when completed, will provide an important link road to Area 3. Container terminal developers continued the construction of 2 additional container terminals in Kwai Chung, parts of which were brought into use. Material for the reclamation of these terminals was obtained from central Tsing Yi, where sites were being formed for further public housing, a service reservoir and industrial development, and from Lai King Headland and Tai Wo Tsuen, where sites for public housing and private residential use were being formed.

Controlled tipping on the refuse dump in Gin Drinkers Bay continued. About 766,120 tonnes of refuse and 650,000 cubic metres of earth were deposited during the year. The refuse dump on completion of the dumping will provide 16.20 hectares of land for active and passive recreational use.
