The New Territories Development Department, which was formed in 1973, has continued with the work of producing detailed development plans and updating the development programmes and forecasts of expenditure for the three new towns at Sha Tin, Tsuen Wan (which includes Kwai Chung and Tsing Yi) and Tuen Mun and for the rural New Territories.

Construction work in the three new towns went ahead steadily, sites being formed for public housing, Government, institutional and community use and for private, residential and industrial purposes. At the same time, work on the essential engineering infrastructures such as roads, drains, sewers and water supply was also carried out.

1.21

Consulting Engineers were appointed to undertake feasibility studies of the development areas at New Territories rural centres, and by the end of the year five of the reports had been completed. A report by consultants on the development of Junk Bay as an industrial area was also received.
