Furthermore, it has been possible to deal effectively with trespass on Crown land, referred to in last year's report, and the policy of fencing sites and installing security guards prevents unlawful reoccupation of cleared land which can thus be quickly made available when required for permanent development.
Property Management/Modification Division
7.08 The Property Management Section of this Division is responsible for the letting and management of premises owned but not occupied by Government and it conducts negotiations for the letting of Government buildings and piers which are not required for the time being for Government purposes or which are intended for non-Government use. It manages buildings on former leased land which have reverted to the ownership of the Crown either through re-entry, expiry of the lease or purchase by agreement. It also deals with the clearance of occupants from properties required for redevelopment purposes.
7.09 The Property Management Section is also responsible for the management on a temporary basis, pending sale, of those properties, or parts of properties, which have reverted to Government in the form of the Colonial Treasurer Incorporated due either to the failure of a former owner of a part interest to take up the offer of an assignment or because of a breach of user conditions.
7.10 The amount of rent collected during the year totalled about $8.58 million. Five properties were disposed of by public auction sale where the sites were not required for public purposes, and four others were being processed for sale.
7.11 In the Urban Renewal Pilot Scheme Area 24 properties were being managed at the end of the year, demolition work having continued within Phases I and II of the Urban Renewal Pilot Scheme Area. At the end of the year 33 properties had been demolished and demolition work was in progress in respect of 14 more. In addition Property Management Section took over responsibility for clearance of occupants from some 66 properties resumed for Urban Renewal purposes. In the Urban Renewal District excluding the Pilot Scheme Area 49 properties are under management.
7.12 A major clearance project was commenced by this Section in the latter part of 1973 involving commercial, industrial and domestic occupants at the Tong Mi Road/Argyle Street link.
7.13 Properties taken under management comprised seven (involving 31 lettings) in the Wan Chai Environmental Improvement Area, and seventeen (involving 47 lettings) affected by other Government projects such as highway improvement and the proposed Mass Transit Railway. This latter aspect is likely to increase.
7.14 Some 257 properties, comprising 640 lettings, were under management at the end of the year compared with 220, comprising 500 lettings, at the end of the previous year. In addition, 7 commercial piers and 18 ferry piers were managed and various wayleaves, licences, etc. issued. Co-operation was
