The volume of sales of Crown land continued in the various categories of uses at about the same level as in the previous year but owing to a steady decline in the market following the steep decline in stock exchange share prices, the revenue from this source dropped steadily through the year and the total for the year from sales of Crown land by auction and tender amounted to $110 M., compared with $527 M. in the previous year. However, $122 M. of this latter figure consisted of payment in a lump sum of outstanding instalments of premium on two valuable lots. Over the 12-month period the average percentage decrease in land values was of the order of 30% - 40%.

Urban Estate Division

7.05

The Urban Estate Division is divided into two sections, one each for Hong Kong and Kowloon. The Division deals with all sales, new leases and allocation of Crown land on Hong Kong Island and in Kowloon and New Kowloon, and the general administration and control of Crown land in the urban areas. During the year there were 45 lots sold by public auction or tender compared with 86 during the previous year.

7.06 Apart from sales by public auction and tender, there was a continuing requirement for land needed for Government, institutional or community projects such as schools, hospitals, police stations, fire stations, low cost housing,

treaty parks and playgrounds. Land for these purposes is granted by private or allocated to Government Departments and during the year 26 private grants were made and there were 52 Government Land Allocations.

7.07

At the beginning of the year a Crown Lands contractor was appointed and subsequently the posts of Estate Secretary and four Land Bailiffs were filled. With a substantial increase by way of a supplementary financial allocation to the Maintenance and Preparation of Crown Land vote it has been possible this year to obtain full benefit from the new Crown Land Ordinance. Not only has it been possible to clear land to enable the sales programme to be maintained but it also has been possible to clear Crown land 'black spots'
