this development a network of elevated pedestrian ways is to be constructed, part by the purchasers of the lot and part by Government, linking the Star Ferry Piers 1st Class deck level with Queen's Road Central and with other ancillary cross links. When completed this elevated pedestrian bridge network will not only be more pleasant but safer for pedestrians; it will also greatly assist in alleviating footpath congestion at ground level and traffic movement generally.
Urban Estate Division
7.04. The Urban Estate Division is divided into two sections, one each for Hong Kong and Kowloon. The Division deals with all sales, new leases and allocation of Crown land on Hong Kong Island and in Kowloon and New Kowloon, and the general administration and control of Crown land in the urban areas. During the year there were 53 lots sold by public auction or tender compared with 74 during the previous year. More lots would have been offered for sale but for increasing difficulties in obtaining vacant possession. The principal problem in this connection is trespass on Crown land by miscellaneous trades and the storage of goods. Another factor is that the supply of land for development in the urban areas of Hong Kong and Kowloon is decreasing and new building development in these areas in the future will have to rely increasingly on the redevelopment of existing sites.
7.05. Of the remaining Crown land available for development in the urban areas of Hong Kong and Kowloon much is required for Government, institutional or community projects such as schools, hospitals, police stations, fire stations, low cost housing estates, parks and playgrounds. Accordingly grants of land by private treaty and allocation of land to Government departments were a main feature of activity. The number of private treaty grants made during the year was 47. The number of Government land allocations was 55.

The Property Management Division is responsible for the letting and management of premises owned but not occupied by Government and it conducts negotiations for the letting of Government buildings and piers which are not required for the time being for Government purposes or which are intended for non-Government use. It also manages buildings on former leased land which have reverted to the ownership of the Crown either through re-entry, resumption or through expiry of leases.
