Sand is also sold, for direct collection by the purchasers, from sites in the New Territories, it being mainly special silica sand for industrial use but also small quantities of building sand for construction works in remote villages. The fee for sand collection permits was increased from $8.00 to $16.50 per cubic yard in February, but the fee for small quantities of river or beach sand used for local Public Works or Community Projects remained at $6.00 per cubic yard.
Laboratories
6.71. The establishments operated by the Quarries Section for testing construction materials for the Public Works and other Government departments, and also for the public, include the main laboratory at North Point and three branch laboratories. The rising demand for materials testing placed a considerable strain on the resources of the laboratories and proposals were formulated for increases in staff and accommodation to make more satisfactory provision for the present work-load and also to allow for expansion to give a wider service, particularly in connection with site-testing of materials.

6.72. There were a small number of unfilled vacancies in Professional and Assistant Professional staff grade throughout the year. Four Engineers were recruited overseas whilst six Apprentice Engineers were promoted to Assistant Professional grade.
6.73. A total of 15 officers retired during the year, including Mr. F. R. WHITEHEAD, Principal Government Civil Engineer, who joined the Government service in 1953.
Training
6.74. One Engineer was awarded a Ph.D degree in Hydraulics-Hydrology as a result of two years' research work at Cornell University, U.S.A. Another Engineer completed the Public Health Engineering Course at the Imperial College, University of London. Both of these officers were posted to the Drainage Works Division.
6.75. Twelve Engineering graduates of the University of Hong Kong were employed as Apprentice Engineers in P.W.D. under Agreement for two years' training in accordance with the regulations of the
