Public Works Department Annual Report 工務司署年報 All AI Reviewed

5.04. The P.W.D./Authorized Architects Liaison Group, which in addition to the departmental representatives includes one representative from the Hong Kong Joint Group of the Institution of Civil Engineers, Institution of Mechanical Engineers and Institution of Electrical Engineers, one from the Institution of Structural Engineers and two from the Hong Kong Society of Architects, met twice during the year. The purpose of the Group is to provide a contact between Government and the private architectural and associated engineering practitioners, thereby affording a means for the exchange of views in matters concerning the application of the Buildings Ordinance and providing a common ground for the consideration of proposed amendments to the building law.

5.05. The working party on structural regulations completed its work on the draft proposed new structural regulations begun two years ago and these, together with a draft of the consequential amendments to the Buildings Ordinance and other regulations, were submitted to the Director of Public Works towards the end of the year.

5.06. Two organizations providing assistance in the event of emergency were maintained as in past years. The Office provides a round-the-clock service to assist in cases of collapse of buildings, fires, landslides and so on and it was called into service upon many occasions. The second organization comes into operation, in conjunction with the Police Storm Damage Organization, on the approach of a typhoon or severe rainstorm, and takes the form of the assembly of a group of officers on each side of the harbour to deal with reports of damage or immediate danger.

5.07. Consequent upon the uncontrolled collapse of part of a building under demolition, disciplinary proceedings were instituted against the registered contractor concerned, which resulted in his being reprimanded by the Disciplinary Board and ordered to pay the sum of $2,500 towards the Building Authority's costs.

5.08. At the end of May, with the completion of Murray Building, the Public Works Department complex in Garden Road, the several sub-offices of the Office joined together under one roof, commencing operations as a fully integrated organization on 1st June. The administrative benefits accruing from this move have already been felt in great measure.
