Public Works Department Annual Report 工務司署年報 All AI Reviewed

known as 'Craft' and 'Technical' Apprentices. The period of this report covers the first full year of the new scheme. 30 Technical Apprentices were in fact recruited in September 1969 followed by a further 28 in September 1970. These embarked on a 5 year course of instruction somewhat similar to the old course, i.e., in existing Government Workshops and the Hong Kong Technical College due to lack of any other kind of facility. 126 Craft Apprentices were recruited in September 1970 and 60 embarked on a 4 year course, the first five months of which is at the Morrison Hill Technical Institute. In February 1971, the remaining 66 started at Morrison Hill Technical Institute and the original 60 were transferred to the Government Apprentices Practice Shop to complete their first year of Basic Training.

8.41. Fire Services Department has joined with the Kowloon-Canton Railway, Waterworks Office and Electrical and Mechanical Office in the Craft Apprentices Scheme, raising the number to be recruited annually from 120 to 126. Approval has been given for the Establishment for 1 Assistant Superintendent, 5 Workshop Instructors, 1 Clerk, 1 Typist; for $230,000.00 to be spent on Training Equipment; for the allocation of temporary accommodation for the Apprentices Practice Shop in the Whitfield Barracks area, and for the construction of a Permanent Apprentices Practice Shop which is at the moment in Category 'B' of the P.W.D. Building Programme. It appears possible that the Whitfield Barracks site will have to be vacated about 18 months to 2 years before completion of the new accommodation, which could well mean the postponement of recruiting of new apprentices during this period.

8.42. There are still 64 of the old type of Apprentices in Government Departments and during the past year, Mr. Ko Kam-fai of E. & M. Office was adjudged to have made the best progress and was awarded the Brown Cup. Five E. & M. Office Apprentices completed their course and three with Higher Certificates were promoted to Engineering Assistant Class III. The other two were promoted to Artisan Class I.

8.43. For eleven Apprentice Engineer vacancies, 44 applications were received and 43 invited for interview. Only 29 appeared for interview and 11 were recommended with a further 6 on the waiting list; 4 eventually took up appointment for the 2 year course. The interviewing board were far from impressed with the quality of the candidates.
