59. A total of 32 domestic blocks were completed. An average of one block every 11 days might at first give the impression that the various projects were completed without any great difficulty.
60. In fact during the year, the architects, engineers and contractors responsible for the Resettlement programme faced and overcame several problems. Many resulted from the exceptional rains of June at Kwun Tong – some 60,000 cubic yards of filling were washed away and the site took weeks to dry out sufficiently for work to proceed. Piling in boulder-strewn ground also caused difficulty on many sites, and foundation designs had to be varied to suit the circumstances. This occurred particularly at Chai Wan where one block is constructed partly on bedrock, partly on piles and partly on a raft; and at Kwun Tong where the presence of boulders made piling impractical and necessitated deep excavation for foundations.
