INTRODUCTION.
1. This report covers the activities of the Public Works Department for the financial year ended 31st March, 1953.
2. During the year the operations of the Department were carried out under the direction of the Headquarters staff, by eight sub-departments, namely Architectural, Buildings Ordinance, Crown Lands and Surveys, Drainage, Electrical and Mechanical, Port Works, Roads and Waterworks.
3. The expatriate staff of the Department comprised 140 officers and the non-expatriate 893 officers. The number of daily-rated artisans and labourers averaged 3,199.
4. Mr. A. P. Weir, M.I.C.E., M.I.W.E., Deputy Director returned from leave on 23rd August, 1952. Mr. N. K. Littlejohn, A.M.I.C.E., A.M.I.Struct.E., Assistant Director (Engineering), was on leave from June until December 1952 and Mr. R. H. Woodman, B.Sc., (Eng.) (Lond.), Chief Engineer acted during his absence. Mr. J. J. Robson, A.M.I.C.E., A.M.I.Struct.E., acted as Chief Engineer, Port Works Office until Mr. Littlejohn returned when Mr. H. W. Forsyth, B.Eng. (Civil), A.M.N.Z.Inst.E., A.M.I.C.E., again took charge of the Port Works Office.
5. Mr. W. W. C. Shewan, Dip. Arch. (Aberdeen), F.R.I.B.A., Assistant Director (Buildings) left on leave in December and his place was taken by Mr. A. M. J. Wright, A.R.I.B.A., A.R.I.C.S., Chief Architect, while Mr. G. P. Norton, A.R.I.B.A., acted as Chief Architect.
6. The Director, Mr. T. L. Bowring, O.B.E., M.I.C.E., M.I.Struct.E., left on long leave in March 1953 and his place was taken by Mr. A. P. Weir, M.I.C.E., M.I.W.E., Deputy Director; Mr. J. Forbes, B.Sc., M.I.C.E., Waterworks Engineer,
