They are formally investigated by a Gazetted Officer whose findings and recommendations are always checked by the Assistant Commissioner of the formation concerned. District Com- manders and heads of branches regularly examine the complaint registers of Units under their command.

In January 1969 Mr. T. J. BEDFORD replaced Mr. K. V. ARROWSMITH as Administrative Secretary.
40. In addition, eight Senior Superintendents were promoted to the rank of Chief Superintendents, ten Superintendents to Senior Super- intendents. Eleven Senior Inspectors were appointed Assistant Super- intendents and four to Chief Inspectors. Forty junior officers were promoted to the rank of Senior Inspector.
