Recruiting Standards

64. The recruiting standards required for Inspector and Police Constable, both male and female, are shown in Appendix 10.

POLICE TRAINING SCHOOL

Establishment

65. The Hong Kong Police Training School, situated at Wong Chuk Hang near Aberdeen, is commanded by a Senior Superintendent who has a Superintendent as his Deputy. Another Superintendent holds the post of Staff Officer and is responsible for administration and recruit- ment. The Establishment of the School comprises six Senior Inspectors, thirty-eight Inspectors, forty-six non-commissioned officers and sixteen constables, who are engaged on instruction, recruitment and administra- tion of the School. Two Police Training Officers are attached to the School to advise on methods of training and to prepare instructional notes and dossiers. During the year a physical training instructor joined the staff to take charge of all physical training including games and sports. Four other civilians are also attached to the School as English teachers.

Initial Training

66. Upon enlistment in the Force all ranks are given a twenty-six weeks' course of initial training known as the 'A' Course. The curric- ulum includes lectures on public relations, civics, the principles of law, evidence, court procedure, Police and Government Regulations, drill, musketry, physical training, self-defence, riot drill, life saving and first aid. The course is designed not only to train men in police duties but also to broaden their general outlook and fit them for responsibility.

67. As a result of the disturbances which took place during 1967 it was necessary as an emergency measure to reduce the length of the 'A' course from 26 weeks to 16 weeks. Twenty-three recruit constables' squads and two Probationary Inspectors' squads were given the shortened course. At the beginning of 1968 full length courses were resumed. During the period of abeyance opportunity was taken to make some slight changes in the 26 weeks' course in order to bring syllabuses up-to-date in accordance with changes in the law and to place slightly greater emphasis on Internal Security Training.
