ESTABLISHMENT
23. The Force establishment, excluding civilian posts, for the financial year 1967-68 was 11,383 as against 10,996 for the previous year, an increase of 387. This establishment included 82 supernumerary posts. At the end of the year the strength was 11,009, giving a deficiency of 374.
REVIEW OF CRIME
24. The number of crimes recorded rose from 21,516 in the year 1966-67 to 24,047 during the current year being an increase of 2,531 (11.8%). In this context the term 'crime' does not include miscellaneous traffic, gambling and hawking offences.
25. Prosecutions of persons for crime rose from 10,187 to 12,350, an increase of 21.2%. The number of juveniles prosecuted decreased by 154 to a total of 1,404. Prosecutions of young persons, i.e. those between the age of sixteen and twenty, increased by 21.3% to a total of 8,260.
26. The number of Police Supervision Orders made by the Courts decreased, only 160 new orders being made. At the 31st March, 1968, 766 persons were under Supervision Orders.
27. During the year Narcotic offences decreased by a third from 18,158 to 12,364 cases. This decrease and the reduction in the quantities of drugs seized are attributable to the fact that the Narcotics Bureau was closed for nearly six months during the year under review.

THE CHAIN OF COMMAND
28. The Force is commanded by the Commissioner of Police from Hong Kong Police Headquarters at Arsenal Street. During the course of the year Police Headquarters was re-organized on the basis of an Operations Wing and an Administration Wing, each commanded by a Deputy Commissioner of Police. The structure of the reorganized Police Headquarters is shown in Appendix I.
