31. The principal increases were offences against public order, 842 of which occurred as a result of the Kowloon disturbances between 6th-9th April, 1966. There were minor increases in robberies, miscel- laneous larcenies and embezzlement.

32. Prosecutions of persons in cases of serious crime rose from 9,656 to 10,187 an increase of 5.5%. The number of juveniles prosecuted rose slightly by 68 to a total of 1,558. During the year 531 juvenile offenders as against 613 the previous year were referred to the Police Juvenile Liaison Section as an alternative to prosecution.

33. The number of Police supervision orders made by the Courts was 251 compared with 329 the previous year, a reduction of 78.

34. During the year 18,518 narcotic offences of all types were recorded as against 18,159 during the previous year, an increase of 359 cases. As a result of three major cases seizures of Narcotics were appreciably higher than any other year a total of 12,000 lbs. being seized. On 5th February, 1967 over 10,000 lbs. of confiscated drugs were destroyed by burning in the Government incinerator.

ORGANIZATION AND ADMINISTRATION

THE CHAIN OF COMMAND

35. The Force is commanded by the Commissioner of Police from Colony Headquarters at Arsenal Street, and consists of four territorial district commands, Hong Kong Island, Kowloon, New Territories and Marine. Each district is commanded by an Assistant Commissioner of Police except Kowloon district which is divided into two sub-districts, Kowloon East and Kowloon West, and commanded by a Senior Assistant Commissioner of Police. The two sub-districts, Kowloon East and Kowloon West are each commanded by a Chief Superintendent. Colony Headquarters, the Criminal Investigation Department, and the Special Branch are each commanded by a Senior Assistant Commissioner of Police. The Traffic Branch is commanded by a Chief Superintendent and the Women Police come under the command of a Woman Assistant Superintendent of Police.
