154. These statistics do not include 2,210 reported cases of accident involving damage only. It is no longer mandatory for motorists to report such accidents to the Police and this figure therefore has no great significance for comparative purposes.
TRAFFIC OFFENCES
155. A total of 137, 654 cases were taken to court during the year. Comparative statistics over the past five years are shown at Appendix 17.
TRAFFIC PROBLEMS
156. Vehicle expansion in the urban areas, rising standards of living generating more journeys, and a steadily increasing vehicle population are beginning to turn the opinions of yesterday regarding congestion on the roads into the facts of today.
157. Thirty-seven additional sets of traffic light signals were installed during the year. Many of these signals incorporated pedestrian signal control, including a push button facility for pedestrians. Officers released by the installation of these signals have been quickly absorbed at other locations not yet provided with signals, but at which control is required.
158. Major road works have provided many problems of traffic con- trol during the year and in particular the reconstruction of that section of Nathan Road in the Mong Kok area, one of the most important roads in Kowloon. Road works of this nature and the resultant traffic diver- sions, have been the cause of a great drain on manpower.
159. During the year, 1,549 additional metered parking spaces were provided, bringing the total of metered parking spaces in the urban areas to 5,006. Additional 'off-street' parking accommodation has been pro- vided at the Blake Pier Temporary Car Park, to the extent of 148 spaces and at the Ocean Terminal to the extent of 850 spaces.
PUBLIC ROAD TRANSPORT
160. The Commissioner of Police, as the Authority under the Public Transport Services Ordinances Nos. 4 and 5 of 1960, endorsed recom- mendations made by the Transport Advisory Committee that the fleets
