46. During the year three new Divisional Police Stations were com- pleted at Kwun Tong, Mong Kok and Yuen Long. The stations at Kwun Tong and Yuen Long are similar to the Wong Tai Sin Divi- sional Station which was opened last year. These stations both provide accommodation for 400 police officers. The station at Mong Kok is larger and provides accommodation for 800 men. The additional ac- commodation is taken up in providing accommodation for the Kowloon Emergency Unit and the Kowloon Traffic Office.
47. The Kwun Tong Station was built to provide better police coverage of this newly developed area. The new Yuen Long Station replaces the old station at Ping Shan which has since been converted to house the Police Dog Unit Training Centre. The old station at Mong Kok was handed over to the Fire Services Department on the opening of the new station.
48. Good progress was made with buildings associated with the Marine Police Expansion Programme. Two new operational bases were completed at Tai Lam and Tai Po Kau. Included in the Tai Lam scheme were 63 new quarters for Rank and File.
49. Further progress was made by the Public Works Department in building the new Police Training School at Aberdeen. The new block of 154 married quarters for Rank and File was completed.
CIVILIAN PERSONNEL
50. The civilian establishment at the end of the year was 1,629 with an actual strength of 1,560.
51. Difficulties were again experienced in recruiting to the Police Interpreter grade, but by the end of the year most of the vacancies were filled.
FINANCE
52. The authorized annual estimate was $102,443,200 and actual expenditure was $104,175,336. The excess of expenditure over the estimate was mainly due to the payment of arrears of salary increases for the period 1st July, 1963 to 31st March, 1965, as a result of the Interim Report and Final Report of the Salaries Commission, 1965. A breakdown of actual expenditure for the last three years is shown in Appendix 8. Revenue collected under subheads controlled by the Police amounted to $44,272,644 as against the estimated $39,889,000
