ANTI-ILLEGAL IMMIGRATION BRANCH

183. This Branch consists of a Headquarters including 1 Assistant Com- missioner as Director, 3 Superintendents and 6 Senior Inspectors and, under its Command the Marine Division which was transferred from the New Territories District in September, 1962 when the Anti-Illegal Immigration Operations began. The branch is still working on a supernumerary basis pending decisions by Government on the future policing of Colony waters.

184. Anti-Illegal Immigration Operations have continued throughout the year. Some 107,613 craft of various kinds have been stopped and searched by police patrol launches and 971 illegal immigrants arrested. 102 persons were convicted for offences connected with assisting the entry of illegal immigrants into Hong Kong, whilst 62 craft and 4 cars were seized and scheduled for confiscation.

185. A daily average of 17 sea-going launches were maintained on these anti-illegal immigration duties.

186. The number of illegal immigrants entering or endeavouring to enter the Colony has remained fairly low. The measures described above, together with the continued restrictions by the Government of China against persons wishing to leave China, are mainly responsible for the continuing low level of illegal immigration.

187. At the close of the year Government was expected soon to decide the overall policy on policing the waters of the Colony.

MARINE DIVISION

188. This Division is commanded by a Senior Superintendent. The divisional establishment of 1 senior officer, 50 junior officers, 164 non-commis- sioned officers and 618 police constables provides the staff of Marine Police Headquarters, 10 outlying police stations and posts and the crews for 14 sector patrol launches on sea-going duties, 4 smaller special duty launches, 10 harbour launches and 3 jet boats.

189. Two new patrol launches were launched and almost completed and ready for duty at the end of the year. They will replace the two Empire Tugs which have been in service with the Marine Police since the end of World War II. The new launches are of steel with aluminium alloy superstructure,
