TRAFFIC ADVISORY COMMITTEE

175. This Committee holds regular monthly meetings under the chair- manship of the Deputy Commissioner of Police to consider and advise on traffic matters in the widest context.

176. Most of the Committee's time is devoted to the consideration of proposed engineering improvements, such as the building of new roads, traffic re-routing schemes and the installation of light-signal controls.

177. Its members include representatives of the Kowloon Residents Asso- ciation, the Hong Kong Automobile Association, the Urban Council, the Royal Military Police, the Director of Public Works and the Director of Education. The Secretary is the Chief Superintendent of Police, Traffic Branch.

ROAD SAFETY MEASURES

178. From the beginning of the year, the Traffic Branch Police Inspector who performs the full-time duty of Road Safety Officer was provided with a staff of 3 Police Sergeants and 3 Corporals to assist him in delivering traffic- safety lectures, film-shows and demonstrations to school children, youth groups and other civic organizations.

179. This unit has thus been able to participate more effectively in the numerous safety campaigns, poster-design competitions and other safety- promotion activities which were sponsored throughout the year by Kaifong Associations, newspapers and the Junior Chamber of Commerce.

180. The highlight of the year was the Road Safety Fortnight which was organized by the Road Safety Association. For two weeks in November the entire population was subjected to more intensive propaganda than in recent years. A noticeable reduction in the accident rate during and after the campaign provided evidence of its effectiveness.

ADMINISTRATION

181. The conversion of vehicle records to punch-cards was completed early in the year and has greatly improved the efficiency with which vehicle owners can be traced for enforcement purposes.

182. Punch-card accident records were also introduced at the beginning of the year and were put to immediate practical use in the monthly publication of analysed and comprehensive accident data.
