124. The Drug Disposal Unit destroyed 13,564 items compared with 13,788 last year. 1,890 lb. of raw opium, 18 lb. of morphine, and 19 lb. of morphine hydrochloride (salt of morphine) were passed to the Government Pharmacist.
COMMERCIAL CRIME OFFICE
125. A Superintendent of Police is in charge of this branch which deals with various commercial frauds and allied offences. During the year the number of cases investigated by this section again showed an increase, and many of the complaints received required detailed and lengthy enquiry. The following comparative table shows the number of cases dealt with by this branch during the previous 3 years.

TRIAD SOCIETIES BUREAU
126. Action by the Bureau during the year was directed at the continued fragmentation of the Triad Society structure into individual small groups so that none of them should have influence outside its own limited sphere of operation. In 1963 work began on plotting and indexing the operational area, activity and membership of these groups and this survey has now enabled street gang leaders to be graded as targets for prosecution before the courts of the Colony or, in the case of vicious thugs against whom there is insufficient admissible evidence to support a criminal charge, before the Emergency (Deportation and Detention) Advisory Tribunal.
127. Triad gang activities include the promotion of street gambling, prostitution, high interest money lending, obscene film shows, the distribution of narcotics at consumer level and extortion in all its forms.
128. There was little evidence of forcible recruitment during the year and ritual Triad initiation ceremonies appear to have ceased. In their place a haphazard system of quick verbal initiation has arisen through which recruits accept Triad membership or promotion without proper ritual. To make provision for this contingency an amendment to the Societies Ordinance was
