services by contract, entering into prior agreement with their clientèle and payment is made either weekly or monthly. Several run school bus services and also cater for the tourist trade, having their base and contact at or near to some of the hotels.
190. New legislation has enabled police to take more positive action to reduce the problem, but limited resources have prevented concentrated and sustained enforcement. Although these illegal vehicles still operate there has been some reduction in their frequency of operations.
191. Public Cars and Hire Cars-The number of registered Public Cars increased by 29 to a total of 129, and Hire Cars by 25 to a total of 136.
192. These vehicles are used for chartering on a group basis, e.g. regular conveyance of staff, work-people and school-children, for sight- seeing tours and for conveyance of guests at hotels.
ADVISORY COMMITTEE ON PUBLIC TRANSPORT
193. The Advisory Committee on Public Transport, of which the Commissioner of Police is an ex-officio member, met regularly throughout the year under the chairmanship of the Hon. Y. K. KAN, O.B.E., J.P., and dealt with a variety of public transport problems. The Committee continued to look into the appointment of suitable consultants to carry out the comprehensive Public Transport Survey which was approved in principle by Government in October, 1962. In December, 1963, Dr. R. S. MILLARD of the Road Research Laboratory and Mr. J. D. C. CHURCHILL of the London Transport Board visited the Colony and held preliminary discussions with the public transport companies and Government depart- ments as a preparatory step toward the survey. Partly as a result of these discussions it has been decided to extend the survey to cover all movements instead of confining it to public transport.

194. This Committee meets every month to consider and advise on any matters affecting traffic which are referred to it by Government or the Commissioner. Its Chairman is the Deputy Commissioner and members include representatives of the Kowloon Residents Association, the Hong Kong Automobile Association, the Urban Council, the Royal Military Police, the Director of Public Works and the Director of Educa- tion. The Senior Superintendent of Police, Traffic Branch, is secretary of the Committee.
