OFFICERS

22. At the end of the year the Senior Officer strength was 8 under establishment. The Junior Officer strength was 15 under establishment. During the year 34 overseas and 26 local (including 2 women) Probationary Inspectors were recruited. 7 Non-commissioned Officers were also pro- moted to Probationary Inspector.

OTHER RANKS

23. The 1962-63 Annual Report described the difficulties experienced in recruiting constables over the previous three years. A Government Committee appointed in 1962 to examine this problem recommended the payment of an additional, non-pensionable, allowance to all N.C.Os and P.Cs, and a number of other improvements.

24. These measures had the effect of steadily closing the gap between the establishment and strength of Other Rank Officers. At the beginning of the year the deficiency was 625 and 247 at the end. The main effect of the improvements in pay and conditions of service was to stop wastage of serving officers and to re-establish a reasonable rate of recruitment. But at the end of the year some concern was felt that the momentum of recruitment was flagging.

IMPORTANT NEW LEGISLATION

25. The following legislation of particular interest to the Force was introduced during the year:

(a) Homicide Ordinance, 1963

This Ordinance abolishes 'constructive malice' in the law relating to homicide and clarifies the position of persons suffering from diminished responsibility. It also covers suicide pacts and cases involving provocation.

(b) Road Traffic (Temporary Car Parks) Regulations, 1963

These regulations enable the Commissioner to designate open land not immediately required for development as car parks, and to exercise control over vehicles and drivers using the parking areas. (c) Dangerous Goods (General) Regulations, 1964
