Good progress has been made with the First Phase of building the new Police Training School at Aberdeen. By the end of the year Barrack accommodation for 800 N.C.Os. and P.Cs., kitchens and dining- rooms had been completed.

44. New Rank and File married quarters for 716 families have been completed at Tin Kwong Road. The first block was occupied on 27th November, 1962, and the remainder during February, 1963. These new quarters include in their precincts a primary school for 900 children.

TYPHOON WANDA

45. A major event which involved the Police during the year was typhoon Wanda which struck the Colony on 1st September. This typhoon was the worst since 1937 and caused 138 known deaths, 34 presumed deaths and widespread damage. Throughout the Typhoon and its aftermath police units rendered whatever assistance possible in safeguarding life and property.

ESTIMATED COST OF THE FORCE

46. The cost of maintaining the Police Force during the year was $68,803,504.00. The cost per head of population was $19.51 based on the population of the Colony as 3,526,500.

47. This Part of the Report was forwarded in advance in May 1963 for the information of the Commissioners of Police of other Colonial and Commonwealth Territories.

ORGANIZATION AND ADMINISTRATION

THE CHAIN OF COMMAND

48. The Force is controlled by the Commissioner from Colony Headquarters at Arsenal Street. The organization of the Headquarters is shown at Appendix I.

49. The Force consists of three territorial districts and a number of specialist branches. Up to September the three districts were Hong Kong Island, Kowloon and New Territories and Marine. In September the Marine Division came under the command of a new formation- the Anti-Illegal Immigration Branch. Reasons for establishing this new branch are given in Parts I & VI. Assistant Commissioners command the three territorial districts and a supernumerary post of Assistant Commissioner was provided for the anti-illegal immigration operations.
