35. Serious offences committed by youths between the ages of 14 and 20 years have increased. But there has been a marked decrease in serious crime committed by children under 14 years of age.

36. To deal with this problem the Criminal Investigation Depart- ment has established a Juvenile Liaison Section which works closely with the Social Welfare Department in assisting young offenders and examining the causes of juvenile crime.

37. Under the co-ordination of the Standing Narcotics Advisory Committee the Narcotics Bureau in co-operation with other specialist services within the Colony and overseas has continued its work against drug trafficking. 16,081 narcotics offences were recorded during the year and 12,340 persons prosecuted for offences. The price of illicit drugs has remained high and this gives some indication of the effective- ness of the drive against Narcotics.

38. Triad Societies have generally confined their activities to extortion and vice rackets but their potential threat to law and order in general remains. It has been necessary to continue special police pressure against them.

39. There has been a decrease of some 300 offenders under Police supervision. The Courts and Police have been more selective in their choice of persons suitable for Police supervision and its application has been confined mainly to habitual criminals.

NEW BUILDINGS AND QUARTERS

40. In May, 1962, the Waterfront Police Station was transferred to new premises on the Central Reclamation. This temporary building will be used until the new reclamations in the centre of the city are com- pleted and a new permanent station can be included in the Public Works Programme.

41. A new Police Post at Nim Wan on the north coast of the Castle Peak peninsula overlooking Deep Bay was taken over in January, 1963. This post is the first of a number to be built on the south shores of Deep Bay to provide improved control over territorial waters in this

area.

42. The new Airport Station was taken over on 23rd January, 1963. This excellent building provides accommodation for 73 officers, is in keeping with the architectural standards of the new Airport Buildings and enables more efficient policing of the area.
