RECRUITMENT AND TRAINING

THE POLICE TRAINING SCHOOL

74. A new Police Training School is being built on the site of the existing school. This is at Wong Chuk Hang, Aberdeen, about nine miles from the centre of Victoria. The existing buildings are inadequate and the first phase of the new building scheme a four storey barrack block, including a dining hall and kitchen for Rank and File officers- commenced in October 1961. These buildings are likely to be finished by the middle of 1962. The next phase in the construction programme is then expected to commence.

75. The Commandant of the School is a Senior Superintendent. His staff consists of a Deputy Commandant, 28 Inspectorate Officers and 36 N.C.Os. In addition, two specialist training officers are employed on contract. Their primary duties are to advise on matters of Force training policy, teaching techniques, examinations and instructional notes and pamphlets. One serves at Police Headquarters as Staff Officer/Force Training and the other is attached to the Police Training School.

RECRUITMENT

76. As mentioned in paragraph 6, there has been a substantial decline in the number of applications received for recruitment to the Rank and File. Candidates for all ranks are required to be of sound physique and have normal eyesight without glasses. Those wishing to join as Probationary Inspectors are normally expected to have reached Matriculation standard and a reasonable degree of literacy in Chinese is required of a recruit Constable. The standards laid down for enlist- ment in the Colony of local officers are shown at Appendix III, as are the conditions of service, scales of pay and allowances.

77. Overseas Probationary Inspectors are recruited in the United Kingdom by the Crown Agents, and also from other parts of the Com- monwealth. They are required to be single. During the year, there were 63 direct entry appointments to Inspector, twenty two of whom were overseas candidates. The remainder were local appointments and these included two women. There were seven promotions to Inspector from the Rank and File. Seventeen overseas and forty three local Inspectors passed out from the Police Training School. Still undergoing training at the end of the year were thirteen overseas and twenty local Proba- tionary Inspectors.
