JUVENILE DELINQUENCY
99. Juvenile delinquency showed a substantial decrease, the number of offenders of sixteen years of age and under appearing before the Courts in connexion with criminal offences being down by 237. Included in the total of other serious offences above are unhappily thirty charges for membership of an unlawful society. Of the total of 601 offences committed by juveniles during the year the largest proportion, 88%, were committed by the 14-16 age group whilst 9.5% were committed by the 12-14 age group. Boys were responsible for the commission of 94% of all juvenile crime. Of the total serious offences committed by juveniles about 60% occurred in Kowloon Command, 30% in Hong Kong Island Command and 10% in New Territories and Marine Command. Two Divisions, Sham Shui Po and Yau Ma Tei accounted for 43.2% of all juvenile crime committed during the year. Offences committed by juveniles were 3.82% of the total crime committed.
ASSISTANCE FROM MEMBERS OF THE PUBLIC
100. Relations with the public continued to be good and outstanding assistance was given by the public in the apprehension of offenders.
101. Members of the public arrested 791 persons responsible for the commission of crimes during the year; in 163 cases the arresting persons were entirely unconnected with the particular case. Two ceremonies were held at Police Headquarters at which letters of appreciation and monetary awards were presented to seventy four citizens for outstand- ing service to the community.
