previous year. The majority of these offences were of a minor nature and there were no cases of cowardice or intoxication and only three of malingering. The overall standard of work and conduct was very good and morale was maintained at a high level.

CONDITIONS OF SERVICE

21. Conditions of service of the Rank and File are shown at Appendix II.

HOUSING

22. There were twenty one departmental married quarters available for an establishment of seventy five Gazetted Officers and 202 depart- mental married quarters for an establishment of 579 Inspectors, of whom 296 were married. Gazetted Officers not accommodated in departmental quarters are permitted to apply for non-departmental quarters which are allocated throughout Government service generally according to a points system. Married local Inspectors not housed by Government are required to find their own quarters.

23. On 31st March, 1958 the total Rank and File strength was 5,798 of whom 3,566 were married. For these there were 1,282 married quarters, including sixty six quarters below an acceptable standard. At the end of the year 826 married and 197 single quarters were in the course of construction. The housing position is set out at Appendix III.

24. On 31st March, 1958 there were thirty four police stations and twenty six posts giving service to the public. This is a decrease of one post from the figures for the previous year. Owing to the expansion of the Force not only were the office and barrack accommodation of pre-war buildings overcrowded to a serious degree, but also most of the stations built in the last decade had reached the limits of their capacity. The position was improved with the completion of 300 Rank and File married quarters at Arsenal Street. For the establishment of the Training Contingent a disused army camp in the New Territories was taken over. The accommodation at Kowloon Police Headquarters was extended by the addition of a single storey barrack room.

25. Construction of new Police Stations at Tsuen Wan and Silver- mine Bay, Lantao, was in progress at the end of the year.

CIVIL STAFF

26. The civil establishment of the Force, which numbered 1,035 at the end of the year, included such specialists as the forensic pathologists,
