Under these arrangements it is hoped important decisions will be taken without unnecessary delay, and that the procedure of the Authority will be streamlined to the benefit of all concerned.
CHAPTER II
ORGANIZATION OF THE
HONG KONG HOUSING AUTHORITY
CONSTITUTION AND MEMBERSHIP
26. The Hong Kong Housing Authority was created in April 1954, with the enactment of the Housing Ordinance, No. 18 of 1954. It is composed of all members of the Urban Council, ex officio, together with the Commissioner for Housing, ex officio, and not more than three persons to be nominated by the Governor. There is only one Governor's nominee at the moment. The Chairman of the Urban Council is ex officio Chairman of the Authority. A list of members appears on page vi. The following changes in membership occurred during the year under review:
(i) On 1st April, 1960, Messrs. Li Fook-shu, FUNG Hon-chu, and Wilfred S. B. WONG were appointed as Members of the Urban Council, vice Messrs. FUNG Ping-fan, R. C. LEE, and U Tat-chee. (ii) On 1st April, 1960, Mr. B. C. FIELD, who has been a nominated member of the Authority since 1954, was re-appointed by the Governor for a further period of three years with effect from 24th May, 1960.
(iii) On 9th June, 1960, Mr. H. W. FORSYTH was appointed to act as Director of Public Works, vice Mr. A. INGLIS, who proceeded on leave.
(iv) On 30th July, 1960, Mr. J. M. FRASER proceeded on leave, returning on 31st October, 1960. During his absence the duties of Commissioner for Housing were carried out by Mr. J. R. FIRTH.
(v) On 20th August, 1960, Mr. C. G. M. MORRISON, who had been Chairman of the Authority since 10th March, 1958, proceeded on home leave. He was succeeded as Chairman by Mr. D. R. W. ALEXANDER, M.B.E.
(vi) On 23rd November, 1960, Mr. K. S. KINGHORN was appointed as Chairman, Urban Council, in place of Mr. D. R. W. ALEXANDER.
