20. It is felt most strongly by all members of the Authority that if this policy is approved by Government, with or without modification, it can form the basis for a long-term programme of housing, and it is the earnest hope of members that such a programme will receive Government's support not only in the procuring of suitable sites and funds, but also for the strong inherent desire of the Authority to press forward with the utmost vigor in the provision of suitable housing accommodation for the thousands of families of Hong Kong citizens who are still living in obsolete, overcrowded and insanitary slums.

21. The Committee took cognizance of the aim of the Authority as defined in the object and reasons of the Housing Bill of 1954, and the general functions of the Authority as defined in Clause 4 of the Housing Ordinance (No. 18 of 1954).

22. The agreed policy statement summarizes the present policy of the Authority under the following headings :

(a) Duty of the Authority.

(b) Income Group for which the Authority should cater,

(c) Rent Ability of Tenants.

(d) Rent Policy.

(e) Tenant Selection Policy.

(f) Housing Register.

(g) Building Policy.

(h) Standard of Accommodation.

(i) Type of Accommodation.

(j) Size of Flats.

(k) Finances.

This policy will be subject to periodic review, and the procedure for making any changes is covered by Housing Authority Standing Orders.

23. An Executive Committee of the Authority has now been formed, consisting of the Commissioner for Housing, as Chairman, and six other members, including at least one representative from each of the Authority's Select Committees.

24. The main function of this Executive Committee is to co-ordinate the work of other Committees and to ensure the implementation of the Authority's decisions, and also to consider in detail matters of Authority policy which are referred to it.

25. All members of the Authority will have the opportunity, once a month, at the Standing Committee meeting, of discussing these matters.
