with a bus terminus nearby, and about half-way between Kowloon City and Kwun Tong, where large numbers of people are employed in light industry. There are about 1,550 people living on the site, including the areas required for new road alignments.

Government has been asked formally to reserve the site for the Authority, and in anticipation of its allocation a topographical survey has already been carried out, at a cost of $13,265.00. The survey was on a scale of 50 ft. to 1", with contours plotted at 5 ft. vertical intervals, and over 9,700 spot levels were taken.

Messrs. Palmer & Turner have been invited to prepare layout plans for the site, showing roads, drainage, depth of buildings, etc., based on these two alternatives.

The cost of the land is likely to be in the neighbourhood of $7.2m.

ENGINEERING REQUIREMENTS

A 100 ft. reserve must be provided for the future Kwun Tong and Clearwater Bay Roads, and a 60 ft. reserve for the road leading to the Diamond Hill area to the north. A piped mains water supply is available, but flushing water will have to be obtained from nullahs or the sea. Stormwater drainage presents a very big problem in this area as there is an enormous run-off from the Kowloon foothills in heavy rain (the site was extensively flooded in May), and various stream courses will have to be trained through the site until such time as they can be decked, in order to form a catchwater on the north-east side. It is anticipated that a drainage connexion for sewerage can be given when the new Clearwater Bay Road has been built, at about the begin- ning of 1960. All these requirements are now being investigated by the P.W.D. on the Authority's behalf.

TOWN PLANNING

There will be no restrictions on the height of buildings, as far as the safety of aircraft is concerned, once the new runway comes into opera- tion in August 1958. Town planning requirements have been discussed with the P.W.D., not only with regard to development of the Authority's site, but also of nearby areas.

As a result of these discussions it is considered desirable to construct as much accommodation as possible of a cheap and fairly austere type for occupation by factory workers, and to include as much open space
