Perforation with Initials.
GENERAL
Stamps may be perforated with initials (but not with names or trademarks) provided that the perforat- ing holes are no larger than those dividing one stamp from another in a sheet of stamps. The work of per- forating stamps is not undertaken by the Post Office.
Use of Cut-out Postage Stamps.
Embossed or impressed postage stamps cut out of envelopes or postcards issued by the Post Office may be used as adhesive stamps in payment of postage, pro- vided that they are not imperfect, mutilated, or defaced in any way. Embossed or impressed Revenue stamps cannot be used in payment of postage, and stamps indicating the payment of a registration fee may be used only for registered correspondence.
Exclusive Rights of the Postmaster General
1. The Postmaster General, by virtue of the Post Office Ordinance 1926 (Ordinance. No. 7 of 1926) by himself or by the officers of the Post Office shall have the exclusive privilege of:-
(a) Conveying letters from one place to another
within the Colony;
(b) Sending letters out of the Colony for delivery
outside the Colony;
(c) Receiving letters brought into the Colony for
delivery in the Colony; and
(d) Receiving letters brought into the Colony for transmission to some place outside the Colony, other than letters contained in mail bags pass- ing through the waters of the Colony without transhipment,
and shall also have the exclusive privilege of performing all the incidental services of receiving, collecting, sending, despatching and delivering all such letters, except in the following cases:- (i) Letters not exceeding three in number sent by a private friend on his way, journey or travel,
