Regrading
13. Regrading of postal clerks and allied grades was approved by Government with effect from 1st April, 1970.
14. The results of the regrading are:-
(a) Amalgamation of Postal Clerks Classes III and II into a single
grade of Postal Officer;
(b) Retitling of Postal Clerks Class I as Senior Postal Officers; (c) Abolition of the Senior Postal Inspector and Senior Mail Officer grades and absorption into the Assistant Superintendent of Posts grade;
(d) Abolition of the Postal Inspector and Mail Officer grades and
absorption into the Postal Officer grade.
Staff Consultation
15. The 'Staff Forum', first constituted in January 1969, continued to serve as the main staff consultation body in the Department.
Staff Training
16. Two Assistant Controllers of Posts Class II attended training courses in the United Kingdom during the period September 1970 to February 1971.
17. The Post Office Training School, which suspended activities for one year due to pressure of work, resumed in September 1970 and held 3 six-week courses during the year. The training programme was again interrupted by pressure of work, mainly due to the resumption of parcel service to China.
18. One two-week Supervisory Management Course, planned and conducted in association with the Government Training Division, was attended by 12 officers of the Department.
Temporary Staff
19. To assist in the handling of mail during the China Parcels and Christmas pressure periods 145 Temporary Clerks and 190 casual labourers were engaged.
