13. The authorized establishment of the department at the close of the year was 976, an increase over the preceding year of 108 posts. 353 of the posts are pensionable.

14. The substantial increase in staff and posting of experienced officers to new offices necessitated a large number of new recruits being placed at such places as the public counters and some initial slight loss of efficiency had therefore to be suffered, but improvement was shown as the year progressed and the staff became more experienced.

15. Five additional posts approved to augment the Senior Establish- ment and relieve the position noted in my previous report could not be filled until near the end of the year, but the senior staff position is now much more satisfactory.

Senior Staff Movements

16. Mr. C. G. FOLWELL, Deputy Postmaster General, returned from home leave on 26th June, 1959.

17. Mr. C. ROWLINSON was appointed Wireless Inspector on temporary transfer from the United Kingdom and arrived in the Colony on 3rd November, 1959.

18. Mr. M. ADDI was appointed Senior Postal Accountant and arrived in the Colony on 16th November, 1959 on transfer from North Borneo.

19. Mr. T. MESSENGER was appointed Assistant Controller of Posts on secondment and arrived in the Colony on 14th December, 1959.

20. Mr. R. S. SUTTIE was appointed Assistant Controller of Posts on agreement and arrived in the Colony on 11th January, 1960.

21. Mr. R. V. TALBOT-JONES was appointed Wireless Engineer and arrived in the Colony on 1st February, 1960 on transfer from East Africa.

22. Mr. R. HOGARTH, Controller of Posts, took up the combined duties of Controller of Posts, Hong Kong, and Kowloon and New Territories from 4th July, 1959 to 31st January, 1960 and proceeded on vacation leave on 9th March, 1960.

23. Mr. G. A. CUPPLEDITCH, Controller of Posts, Kowloon and New Territories, proceeded on vacation leave on 11th July, 1959 and resumed duty on 2nd February, 1960.
