5. The letter registration service to China which had been suspended for some time was resumed in January, 1960 and, together with the normal increase in registered mail, resulted in a general increase of this type of traffic of over 400,000 items.

6. A twice-a-day delivery of mail was carried out in nearly all districts of the colony throughout the year and in fact many areas which hitherto had only one delivery were given a second delivery as a result of mechanization of deliveries in these areas. It is perhaps noteworthy to record that throughout the heavy rains in the summer of 1959 full postal services, including deliveries, were maintained.

7. Parcel traffic increased considerably; in particular the air parcel service, the development of which was given close attention during the year.

8. The Wireless Division of the Post Office was reorganized during the year and undertook a far more extensive review of the Colony's telecommunications installations than had previously been possible. An intensive drive against persons operating radio receivers without the appropriate licence was also carried out. The closer check was made possible by the recruitment of a number of additional inspecting officers and the number of licences taken out increased considerably.

9. The Universal Postal Convention-Ottawa 1957-came into force on 1st April, 1959, and small changes in various international postal regulations which had been made were brought into effect on the same date. Hong Kong as a member of the British Ensemble participated in the Parcel Agreement for the first time.

10. During the year a very detailed examination was again made of all shipping services available resulting in the formation of new direct despatches detailed in this report, the cutting down of the trans- mission time to many destinations and savings in conveyance charges.

11. The decision was taken during the year to add two new stamps to the present series with values of 65 cents and $1.30. These values are used to a large extent for air mail postage and two stamps to cover the values are required at present. The stamps will be placed on sale in June 1960.
