(iii) the amount of the capital money or rent to which the

business relates;

(iv) the skill, labour and responsibility involved therein on the

part of the solicitor;

(v) the number and importance of the documents prepared or

perused, without regard to length;

(d) authorizing and regulating the taking by a solicitor from his client of security for payment or otherwise, which may become due to him under any such rule; and

(e) authorizing and regulating the allowance of interest on costs and

expenses.

(4) Every rule made under this section shall be subject to the prior approval of the Chief Justice.

(5) So long as any rules made under this section are in operation, taxation of bills of costs of solicitors in respect of non-contentious business shall, subject to the provisions of section 5, be regulated by such rules.

PART VIII

GENERAL

74A. Advisory Committee on Legal Education

(1) There is established an Advisory Committee on Legal Education to advise the Governor on-

(a) legal education and training in Hong Kong; and

(b) the future demand in Hong Kong for persons with legal education or training and the means by which that demand may be met.

(2) The committee shall consist of-

(a) the Chief Justice or his representative, who shall be the chairman;

(b) the Attorney General or his representative;

(c) the Secretary for Education and Manpower or his representative;

(d) 10 other members appointed by the Governor, of whom--

(i) 3 shall be nominated by the Society;

(ii) 2 shall be nominated by the Bar Committee;

(iii) 2 shall be nominated by the Vice-Chancellor of the

University of Hong Kong; and

(iv) one shall be nominated by the Director of the City

Polytechnic of Hong Kong; and

(e) other persons the committee may co-opt.
