(3) No person shall fill any cylinder, or cause or permit any cylinder to be filled, with any hydrocarbon gas mixture composed of or mainly of butane, isobutane and propane in excess of its capacity in litres multiplied by the filling ratio specified in the second column of the table to this paragraph in respect of a mixture having, in the liquid state, a density specified in the first column of the table at a temperature of 15.5°C.
