40. (1) The Governor in Council may make such regulations to be called "police regulations" as he may think expedient not inconsistent with the provisions of this Ordinance. Such regulations in addition to the powers hereinbefore conferred may prescribe or provide for—

(a) conditions of service excluding salaries, pensions and gratuities;

(b) organization and distribution;

(c) appointments, the award of allowances, resignations, discharges, dismissals, reductions and reversions;

(d) discipline and punishments;

(e) leave of absence and fares and passages on such leave;

(f) description of uniforms, arms and accoutrements to be provided;

(g) administration of the police welfare fund;

(h) such other matters as may be necessary and expedient for preventing abuse or neglect of duty, and for rendering the police force efficient in the discharge of its duties, and for carrying out the objects of this Ordinance.
