(2) Should an officer fail to become proficient within twelve months from appointment he shall at the discretion of the Commanding Officer be liable to refund all or part of the allowance made to him.

(3) An annual allowance of $100 towards the upkeep of outfit may be claimed by an officer for the fourth and each subsequent complete year of service as an officer. The allowance shall be payable in arrear. Applications for payment shall be accompanied by a certificate signed by the Commanding Officer stating that the officer is in possession of uniform and equipment according to the scale laid down in the Second Schedule and that they are in a satisfactory condition.
