Where, in the opinion of the Governor, there is an undue prevalence of crime in any District or Sub-district, or any District or Sub-district Committee appears to him to be unable or to fail to maintain peace and good order in such District or Sub-district, it shall be lawful for the Governor to station Police or extra Police in such District or Sub-district, and to order the levy of a special rate upon the inhabitants of such District or Sub-district, to an amount sufficient to defray the whole or portion of the cost of such extra Police.

When the levying of any such special rate is ordered by the Governor, he may, by such order, specify the procedure by which payment of such rate may be enforced summarily by a Magistrate, and all Magistrates shall have jurisdiction so to enforce the same accordingly.
