inhabitants of Victoria,like those of Singapore, are bound to support the municipal police, and also, after the streets have been formed to keep them in repair, and this is admitted (always on the understanding that we enjoy all the immuniniti as of a free part) they the inhabitants are entitled to all the rents drawn from public land, to be appropriated by them in defraying the munici pal expences, and they further ought to have the control of the police, and of themselves, assess property for such further sums as may be re- quired. It is prepostrous to assert that any part of the military expences of this colony, or any part of the civil expenditure of this govern ment should fall on the limited population. The troops and the Government servants are here to protect the revenue of Great Britain, the interests of the East India Company, and the commercial and manufacturing interests of Eng land; it is by England therefore that they must be paid. We hear a great deal of the expen ces that are incurred in building barracks, making roads &c. True, and these expences are necessary; but on the other side of the account, look at the seven or eight millions sterling drawn from the trade of China annu- ally.

Objecting to the policy that dictates assess- ment, at least for a conple of years longer; deny- ing the power of this government, unless acting under express order from home, to levy that assessment; and reprobating the act which 'makes government servants the valuators of property; we further assert that, if we are to be assessed for municipal purposes, than we are entitled to municipal privileges. Give us the control of the police we pay for, give us the land revenue, the auction taxes, the gravestone taxes and all other taxes, known and unknown; give us Commissioners, chosen from our own num« ber to disburss our own funds and then-though still premature--the necessary assessments will be made without complaint..

With a proper attention to economy-with- out however rendering the establishment in any degree inefficient the expense of the po- lice under the supervision of Commissioners: would not be very great. At Singapore for. the year 1843-and that is the latest return we are in possession of the whole incorporated establishment of police, night watch, assessment office &c. amounted to $14, 044. We cannot see that a larger, or greatly more expensive establishment is required in Hongkong, and we are satisfied that even without the land rent, (to which, however, we are strictly entitled) there would be no great difficulty in raising the necessary funds without any We roughly very oppressive assessment. rate the annual rental of Victoria at 400,0008; 2 per cent upon this amouut gives $10,000; the fines in the police court are probably not less than $3,000; add to these publican and auction licences, auction duty, the tax for re- tailing opium, weighing saltpetre &c. &c. and an ample revenue is available.

It is only by allowing the inhabitants to as sess themselves, and giving them, through Com-Charles Forbes,, D. and M. Rustomjee & Co. msssioners, the entire control of that assessment, as well as other taxes, that, with any degree of justice, they can be asked to support the police. If it is left to government, we will probably see the creation of a new office, for one of their idle pets. We will have an expensive police establishment, neither satisfactory to those who are at its head, or to those who are taxed to support it,

While on this subject, we notice another Government Notification of the sale by auction, of the exclusive privilege of dealing in Paun, Betel and Betel Nut. It is really painful to see the ignorance and perversity which is display- eu in this short Notification. They declare this to be a free port; they endeavour to en- courage the native trade (and in this they are certainly sincere) but they do not perceive that Betel, and other articles of straits produce, will be among the chief items of a Junk trade, supposing we succeed in getting one. They make these articles a strict monoply, and yet talk of a free port.
