THE ARMY-The open mutiny of fire. The Madras army, on the contrary, is represented gio a feverish utute, deficient in discipline and an military spirit, and more ready to question than to whey orders. This description of the Madras troops, is corroborated by the concurrent voice of dearly all who have any knowledge of the subject. It is regarded as a hot on which to reason, not as hypothesis to be gatablished; and several writers bayo endeavoured within the last nous or two, to account for it. The subject has been ably dis cosard by the Madras Spectator in his papers of the ith and 30th of March, and in our present Muruber wo publish a letter on the same subject from a veteran officer whose long military ex. perience entitles his opinion to much consideration.
