THE ARMY-The open mutiny of fire. Regi- mouts and of the Artillery on the banks of the Sut- lege, and of the 47th Maileas Regiment at Bom- bay, has naturally created a suspicion that the army generally is 801, in that state of subordina- tion, which it is so necessary to maintain. Many are disposed to trace the mutinous spirit which has been manifested, to a growing dislike of our service in the troops, and not to the single cir a ruduction, rond or supposed, in Dumstance f the allowance of the troops quartered in Sciude. They endeavour to account for this discontent by reference to a variety of virtaumstances, through which the position of the Native soldier has been deteriorated; whigh, though trivial in themselves, have combined to produce a deep and unlavour- able impression on his mind; and they view the immediate cause of this revolt only as the spark which has set on fire the mine, which has for some time been gradually forming at nach Pre- sidency. Bol to judge of the correctness of this enclusion, we must consider the urines of three Presidencies na three distinct and uncommeçiril bodies; for as they have no opportunities of cort respondence, owing to diveraity of language, they cannot be supposed to be actunted by any com- munity of feeling. Friend of Jodia,

in a sound ward healthy slate. The Bombay Jour-Do, Second Class nalists are wont to boast of the high spirit of dis cipline and devotedness, which distinguishes the native soldiers at that Presidency, who are roady to march, unconditionally to any place or country. The Madras army, on the contrary, is represented gio a feverish utute, deficient in discipline and an military spirit, and more ready to question than to whey orders. This description of the Madras troops, is corroborated by the concurrent voice of dearly all who have any knowledge of the subject. It is regarded as a hot on which to reason, not as hypothesis to be gatablished; and several writers bayo endeavoured within the last nous or two, to account for it. The subject has been ably dis cosard by the Madras Spectator in his papers of the ith and 30th of March, and in our present Muruber wo publish a letter on the same subject from a veteran officer whose long military ex. perience entitles his opinion to much consideration. Yet the cause to which it is ascribed by the que, & strenuously repudiated by the other.
