" The experience of the past year has more than ever convinced your memorialists that the present high duty on ten exercises a most injurious in- fluence on trade generally and they therefore on- treat from you an attentive consideration of the following particulars :----

“Until, therefore, a change take place, elther in Great Britain or in China, or both, it is evident that the former cannot increase her exports, bo enuse she cannot in return take from the latter

more of its staple commodities; and it is abvious that remittance by bullion must be of limited ex- tent, and devoid of advantage to either country,

*If British merchants, accordingly, send out more goods than can thus be paid for, the price of their goods will be lowered in China, and they, being obliged to take more tea than their own market requires, will bring down the price of it hore, and so, sustaining loss at both sides, derange and convulse the course of trade, wounding na- tional prosperity through individual suffering,

#it were vain to object to this, that it is the natural result of oven-trading; for, if so, then have the British achievements in China been fruitless, and the expenditure of life and treasure unavailing, because, though now and additional parts have been opened, and an equitable tarifl framed, yet can no more British mamilactures be sent than heretofere.
