Showell That your memorialists tid, under - 100. dato the Ath of December 1812, ndileges to the First Lord of the Treasury a memorial, praying) for a material reduction of the duty on ten, to copy of which, herewith transmitted, they now earnestly request your ultention.
" The experience of the past year has more than ever convinced your memorialists that the present high duty on ten exercises a most injurious in- fluence on trade generally and they therefore on- treat from you an attentive consideration of the following particulars :----
The Chinese have as yet no article of value besides jen 10 give in return for our exports, and we take as much of it already us our population can, under present circumstancos, cousunæ, mure over, the consumption of the article would not be materially increased merely by an addition to the
quantity imported.
“Until, therefore, a change take place, elther in Great Britain or in China, or both, it is evident that the former cannot increase her exports, bo enuse she cannot in return take from the latter
more of its staple commodities; and it is abvious that remittance by bullion must be of limited ex- tent, and devoid of advantage to either country,
*If British merchants, accordingly, send out more goods than can thus be paid for, the price of their goods will be lowered in China, and they, being obliged to take more tea than their own market requires, will bring down the price of it hore, and so, sustaining loss at both sides, derange and convulse the course of trade, wounding na- tional prosperity through individual suffering,
#it were vain to object to this, that it is the natural result of oven-trading; for, if so, then have the British achievements in China been fruitless, and the expenditure of life and treasure unavailing, because, though now and additional parts have been opened, and an equitable tarifl framed, yet can no more British mamilactures be sent than heretofere.
The idea of over-trading is further repressed by considering that the reason why this new out- lot to which British merchaudino had been alred undur sanction of Government has proved decep. tive is that an impodimont exlats which is remov- able only in two ways, and neither of theso nt all within contral of the merchants,

By the 19th Article it is provided that Chinose Merchants purchasing goods at Hongkong, must ship them on board Chinese vessele. This does not appear in the official translation, and yet it is most important clause, as in effect, combined with another in the 17th article to be presently noticed, will completely shut out foreigners from carrying on a coasting trade, which otherwise would not have failed to be both extensiva and profitable. As we read the non-official transls. Gondolier's tion of this Articlo all Chinese Marelinuts except those residing at one of the five ports are prohi bited from trading with Hongkong although this does not appear on a perusal of the official trans- Intion.
