WE we

were on shore a few days ago, and the change that has taken place in both the Suburb and Chy is astonishing, For the former, the regularity and neat. ness with which the Barracks, Hospitals, Cells &c. Nature has been most bountiful to these. Islands in point of Climate, situation and fertility of the soil. Sugar and Coffee might be produced to almost any required extent, and at a very low cost, but under the short sighted illiberal policy of the Spa nish Government, the quantity of produce raised, does not exceed 20,000 tons of Sugar and 600 tons of Coffee annually, besides perhaps 2,000 Chests of Indigo and targe quantity of very fine Tobacco.
