42.-(1) If in any given period of time the No. 9 of 1911, amount of absolute alcohol accounted for by the licensee of any distillery is less than the standard production from the quantity of mate- rial reported and recorded by such licensee as fermented and distilled during such period, then the licensee shall be held liable to pay duty to the Superintendent on the amount so found deficient.
(2) The standard production shall be deter- mined as follows:-
A bulk sample, of not less than one catty drawn by a Revenue Officer from each consignment of fermentable material received by the licensee on his licensed. premises, shall be fermented by the Monopoly Analyst with ferment obtained from the same distillery for the same length of time as is the prac- tice in that distillery, and shall be dis- tilled by such Analyst who shall deter- nine the amount of absolute alcohol produced. From the amount of abso- lute alcohol so determined a deduction shall be made of ten per cent from the first of November to the 14th April inclusive and fifteen per cent from the 15th April to the 31st October inclusive. 11. Section 49 of the principal Ordinance is repealed and the following section is substituted therefor :

49.--(1) No person intending to export duti- No. 9 of able liquors shall remove the same for expor-
1911, s. 19. tation from any general bonded or licensed warehouse where they may be stored without a permit in Form No. 3 in the Third Schedule, or remove the same for exportation from one ship to another without a permit in Form No. 3A in the Third Schedule, and except in accordance with the conditions contained in any such permit.
(2) Any such permit shall be issued by the Superintendent upon receipt of a requisition in Form No. 3 or Form No. 3A in the Third Schedule; it shall be furnished in triplicate, and one copy thereof shall be delivered to the person in charge of such general bonded or licensed warehouse, or to the master or mate of the ship from which the liquors are to be removed, and the exporter shall on shipping such liquors procure a receipt for the same
