7. Hydrocarbon Oils Amendment Bill.-The Attorney General moved the Second reading of a Bill intituled "An Ordinance to amend the Hydrocarbon Oils Ordinance, 1939."

The Colonial Secretary seconded.

Council in Committee on the Bill.

On Council resuming, the Attorney General reported that the Bill had passed through Committee without amendment, and moved that it be read a third time.

8. Compulsory Service Bill.-The Attorney General addressed the Council and moved the Second reading of a Bill intituled 'An Ordinance to make provision with respect to compulsory service.”

The Colonial Secretary seconded.

The Honourable Mr. Lo MAM-KAM addressed the Council.

The Colonial Secretary addressed the Council.

His Excellency the General Officer Commanding the Troops addressed the

Council.

His Excellency the Governor addressed the Council.
