44.-(1) No manager shall employ any teacher without

the consent in writing of the Director.

(2) Every application for such consent must state the subjects which the teacher will teach.

(3) Every application by or on behalf of a male person to teach in a school for girls shall be accompanied by a written statement, signed by the applicant. of the special circumstances on which the application is based.

45. The Director shall not, after 31st December, 1939, permit any person to be employed in any school to teach English unless-

(a) such person holds the Hong Kong School Certificate or a certificate that is, in the opinion of the Director, at least the equivalent of the Hong Kong School certificate, or

(b) such person was, at the date when these regulations come into force, employed in a school to teach English.

46. The work of each class shall be governed by a time table and syllabus, which shall be submitted to an Inspector, and, upon approval by him, shall be mounted and hung in a conspicuous place in the classroom.

47. No book shall appear in the syllabus or be used regularly without the previous approval of the Director.

48. No amendments to any time table or syllabus shall be made without the approval of an Inspector.

49. No more than 45 pupils shall be taught at one time by one teacher, except when classes are massed for such purposes as drill, needle-work or singing.

50. In schools for girls, boys may be admitted up to but not beyond the age of twelve years (English reckoning).

51. All changes of school fees and rent for school premises must be reported to the Director.

52. All extra holidays must be notified beforehand for approval of the Director.

53. Every manager of a registered school, or of a school in respect of which registration is or may be under considera- tion shall give or cause to be given to the Chief Officer of the Fire Brigade, or to any officer of the Fire Brigade deputed by him, all reasonable facilities to inspect. from time to time, the school premises with a view to ascertaining the precautions taken and available against fire and the suitability of such premises for use as a school touching matters with which the Fire Brigade is concerned, and reporting thereon to the Director.

54. Every such manager shall comply with the require- nients considered and notified by the Director to be necessary for the proper conduct of the school as regards precautions and steps to be taken to prevent or mitigate danger or accident from fire.

55. The manager of a school is responsible to the Direc- tor for the efficiency and proper conduct of the school, and such manager shall comply with and observe these regulations.
