7. Any revenue officer may seize and detain anything which he has reasonable grounds to suspect to be or to contain an article likely to impair the efficiency or impede the working or movement of any ship or aircraft, and shall take any article so detained to a place appointed by the Superintendent of Imports and Exports, in order that it may be examined and, if dangerous, destroyed, or rendered innocuous and taken before a magistrate to be dealt with according to law but in other cases the article shall after examination forthwith be returned to the owner thereof or his agent.

8. If any person puts any article on board any ship or aircraft in breach of this Order, he, and the master of the ship or the pilot of the aircraft, as the case may be, shall be guilty of a breach of this Order.
